Historic Refugee Wave: Over 4 Million Ukrainians Granted Asylum in the EU

New Eurostat report shows that while new requests decline, tens of thousands more join each month under temporary protection, with Germany, Poland, and the Czech Republic leading in numbers

European Union, Temporary Home for Millions of Refugees from Ukraine: As of September 2025, over 4 million Ukrainian citizens benefit from temporary protection status across the 27 EU countries, according to data released by Eurostat.

The report indicates that in August alone, over 90,000 Ukrainians joined under protection, even though this number is lower compared to the initial waves at the outbreak of the war.

Who Accepts Most Refugees?

Germany leads the list with more than 1.25 million people, followed by Poland with over a million refugees, and the Czech Republic in third, with one of the highest ratios relative to population size.

Other notable countries in significant refugee intake include Spain, Italy, the Netherlands, and Romania.

Despite a downtrend in new application numbers, Eurostat notes that hundreds of thousands are still applying quarterly, indicating ongoing uncertainty in their homeland.

Protection includes the right to legal residence, housing, healthcare access, education, and employment market entry.

Europe engages in a vibrant discussion on balancing humanitarian support with the effect of immigration waves on education, healthcare, and employment systems. Some countries are already facing domestic political pressures, while others emphasize the economic contributions of integrating Ukrainians into the workforce.

According to Eurostat, there is currently no forecast to end temporary protection soon, and it may be extended again as long as the situation in Ukraine remains unstable. For millions displaced from their homes, Europe continues to be a beacon of security and opportunity, even if temporarily.
