Landing in Lisbon, one of Europe's favorite tourist capitals, is now becoming more comfortable and predictable for visitors to the city.

A new fare arrangement for taxis departing from Lisbon's Humberto Delgado Airport has taken effect on October 15, 2026, allowing passengers to know the fare before boarding. The move is intended to increase transparency, prevent unexpected charges and improve service for tourists arriving in the Portuguese capital.

According to Portugal's national tourism authority (Turismo de Portugal), the arrangement is based on dividing the city into fare zones and a voucher system that allows the cost of the trip to be determined in advance

How Much Will the Trip From the Airport Cost?

As part of the arrangement, Lisbon was divided into two fare zones, with the price determined according to the destination, the time of travel and the number of passengers. On weekdays, between 07:00 and 22:00, a taxi ride for up to four passengers will cost 16 euros for the first zone and 19 euros for the second. At night, between 22:00 and 07:00, as well as on weekends and national holidays, the prices will be 20 and 23 euros respectively.

The first zone includes neighborhoods and quarters relatively close to the airport, including Parque das Nações, Alvalade, and Avenidas Novas. The second zone includes central and tourist areas of Lisbon, including Belém, Baixa, Chiado, and Alfama, which are considered popular areas for visiting and staying among tourists.

Families and large groups can also benefit from a predetermined fare. For taxis that actually carry more than four passengers, prices range from 20 to 28 euros, depending on the destination area and the time of travel. In all cases where the fixed fare applies, the price includes luggage and there is no additional charge for it.

How Does the New Service Work?

One of the key elements of the arrangement is the travel voucher system, known as Vouchers, through which travel can be purchased in advance at a price set according to the desired destination. According to the Portuguese Tourism Authority, the vouchers can be purchased at the Ask Me Lisboa tourist information desk, which operates inside the airport every day between 07:00 and 22:00.

The price indicated on the voucher is the final price of the trip, including luggage transportation. This way, travelers can know in advance what the cost of getting to the hotel or accommodation will be, without worrying that the price will change due to traffic congestion or extended travel time.

However, it is important to distinguish between trips within Lisbon, where fares are divided into two zones, and trips to other destinations. Some destinations outside the city have a separate fixed price table, while to destinations not included in the arrangement, travel continues to be metered.

New Rules for Taxi Drivers Too

Alongside the new rates, provisions have also been set to improve the service experience for passengers. According to a statement from the Portuguese taxi association ANTRAL, drivers operating under the arrangement are obliged to respect the prices set, without surcharges and without changing the price depending on the payment method chosen by the passenger.

Additionally, drivers are prohibited from refusing rides and are required to accept vouchers and electronic payments through a proper payment terminal. The arrangement also includes requirements for vehicle cleanliness, maintenance, and the driver's professional appearance.

The new rules are part of an agreement signed in September between the Lisbon municipality, taxi unions, Portugal's airport operator ANA and local tourism bodies, with the aim of regulating taxi operations in the airport's landing zone.

The arrangement is in effect, but part of the system is still being set up.

Although the rates took effect on October 15, the arrangement is being implemented gradually.

The licensing and certification process for drivers wishing to operate at the airport taxi stand began alongside the implementation of the new rates, but the date when entry to the stand will be restricted to licensed taxis only has not yet been determined.

According to announcements from the parties involved in the arrangement, the entry control system and new signage are expected to be fully operational in early November. By then, the arrangement will be in effect, but some of the oversight mechanisms are still not fully operational.

For tourists landing in Lisbon, this is a significant change in the way they can plan their journey from the airport to the city. Instead of relying on a general price estimate, you can check in advance the destination area, the appropriate fare and the travel conditions. In addition, it is recommended to make sure before getting into a taxi that the destination is included in the fixed price arrangement, and in the case of purchasing a voucher, to keep it until the end of the trip.
