Montenegro is changing its entry rules: Starting Sunday, November 1, 2026, a visa requirement will apply to citizens of Russia, Turkey, China, Belarus, and Saudi Arabia.
According to a statement from Montenegro's Foreign Ministry, the change was made as part of an amendment to the visa regime regulations adopted by the government on July 23. The move is intended to align the country's entry policy with that of the European Union, as part of its accession process to the union.
Expanding the Options for Submitting Applications
In parallel with tightening entry requirements for citizens of the countries included in the measure, the Ministry of Foreign Affairs of Montenegro is working to expand the options for submitting visa applications.
In partnership with VFS Global, applications can be submitted at the company's centers in countries including India, Bangladesh, Kyrgyzstan, Azerbaijan, Turkey, the United Arab Emirates and Russia. Additional centers are planned to open in other countries.
It was also reported that Montenegro is promoting a new visa management information system, which will be aligned with Schengen security standards. The goal in the future is to enable electronic visa applications to be submitted online.
