Paris police have issued a warning ahead of Halloween, reminding the public that concealing their faces in public spaces and carrying weapons, including imitation weapons, can lead to legal penalties.

In a social media post, the Paris Police Prefecture said Halloween celebrations do not exempt people from existing laws. The warning highlights restrictions on face coverings and the carrying of weapons, including fake knives and other imitation weapons.

Under the rules cited by police, concealing one's face in a public space can be punishable by a fine of up to €150. Carrying a weapon during a demonstration can carry a penalty of up to three years in prison and a €45,000 fine.

However, the legal provisions include important distinctions. French law provides exceptions to the general prohibition on concealing one's face, including for certain festivals and artistic or traditional events. The severe penalties for carrying a weapon also relate to specific legal circumstances, including carrying a weapon during a demonstration.

The reminder comes as Halloween celebrations often involve costumes, masks and realistic-looking props. Police are urging the public to remain aware of the rules when taking part in festivities.

The warning does not mean that every Halloween mask or imitation weapon is automatically illegal.

New Protests Announced

The warning comes as Paris faces heightened security concerns following weeks of protests over the cost of living, some of which have been accompanied by clashes, looting and property damage.

Another demonstration has been called by the Yellow Vests, the grassroots movement that was born in 2018 as a revolt against fuel taxes, for October 31, coinciding with Halloween.

The movement has called for a pot-banging gathering on Friday, October 30, and rallies and sit-ins outside parliament and city halls on Saturday, October 31.

"As a prelude, starting on Friday, October 30, we are calling for a pot-banging gathering in front of the National Assembly, from 6 p.m. to 9 p.m., and a pot-banging demonstration at 7 p.m. all over France: in front of town halls, at windows, in the street, everywhere.

For Act III, on Saturday, October 31st, we are calling for rallies and sit-ins in front of the National Assembly and all town halls in France, in defense of civil liberties. On that day, we will demonstrate for the freedom to demonstrate, and for all our freedoms.," said the organization.
